Description and purpose
Compulsory motor third-party liability insurance (MTPL) covers damages resulting from the use of motor vehicles, including the liability of carriers toward passengers. MTPL is mandatory for all vehicle owners driving on public roads and aims to protect third parties affected by road accidents. It provides compensation for material damages and bodily injuries sustained by third parties, thus safeguarding both the victims and the vehicle owners from accident-related expenses.

Vehicle owners registered in the Republic of Moldova and those traveling abroad to countries participating in the Green Card system.

Coverage and risks
Compulsory motor third-party liability insurance covers:

  • Bodily injury or death – including moral damages for third parties. Compensation may include medical expenses, compensation for loss of work capacity, and other costs related to the victim’s physical recovery.
  • Material damages – including costs for vehicle deregistration and damage mitigation. Covers damages caused to other vehicles, road infrastructure, or other property affected by the accident.
  • Repair costs – expenses verified by documentation for damaged vehicle repair.
  • Legal expenses – incurred by the injured party in civil proceedings or during alternative dispute resolution.
  • Towing costs – costs associated with towing the damaged vehicle from the accident site.
Types of compulsory motor third-party liability insurance
- Domestic MTPL insurance - this type of insurance ensures that the insurer compensates individuals/entities affected by an accident occurring on the territory of the Republic of Moldova, caused by the insured vehicle. This insurance does not cover damages suffered by the policyholder but only those sustained by third parties involved in the accident.

- International MTPL insurance (Green Card) - a compulsory insurance policy that covers third-party liability for damages caused by a vehicle registered in the Republic of Moldova while operating abroad in Green Card system member states. This insurance is mandatory for all vehicles traveling internationally and provides protection against material and bodily damages (including death) caused by the insured vehicle in Green Card system member states.

- Compulsory civil liability insurance of carriers towards passengers - a policy designed to cover damages to the lives, health, and property of passengers caused by carriers in the event of accidents or unforeseen events. This insurance is mandatory for carriers, regardless of ownership type or legal organization, or for individuals licensed to provide organized passenger transportation by road, rail, or water.

- CMR insurance (carrier's liability for transported goods) - a specialized civil liability policy for international road freight carriers. The policy covers risks associated with transported goods, providing compensation for total or partial loss, damage, or delays in delivery. It is essential in logistics and freight transport, enabling carriers to manage risks associated with international transportation.
